    "content": "Hon. Speaker, I listened to the Leader of Majority Party moving this Motion and also the Chief Whip who is a very good friend of mine and is always very solid in his arguments. I expected to hear an element of public participation. That is because Article 6 divides this country into 47 counties and this is a major matter that we cannot just determine without even having a system of consulting with the counties. This is because any decision that we make as a country or as a Parliament to increase the debt ceiling and the level of debts in this country is going to directly affected the finances that will subsequently go to our counties and also in the running of the national Government."
