    "content": "Mr. Speaker, Sir, the desire of my Ministry and, indeed, the Government is that Kenyans should be able to access justice in the nearest courts possible. One of the challenges we have is lack of resources to be able to avail these facilities in every other place. The Government is doing its best to ensure that these facilities are provided and we should be able to work together, as I said, with leaders to ensure that we help our people in doing so. It is the wish of the Government to do so, but the resources may not enable the Government to avail these law courts in every district or area."
