    "content": "We are in the first stage which is increasing the total level of indebtedness. The last time we did this was somewhere in 2013, I think it was in the wee hours of the last Parliament in which we increased from Kshs800billion to Kshs1.2 trillion. That is where we are now. It is very important for the House to note that for us to be able to develop faster than we would otherwise do, that borrowing is very critical and important because this House can choose two things; to allow that we borrow and develop the infrastructure that has been highlighted now or we adopt a risk averse situation which I see my good colleagues from the Minority want to adopt. This is where we do not borrow but wait for 30 years to save and, thereafter, develop the infrastructure."
