    "content": "This was necessitated by the current situation that we are facing as a country. We need this law like yesterday. I want to plead with the House to approve this. I also want to remind the Members that we all know that this country is at war with terrorists. We have lost so many people. I want to cite the incident that we had at the Westgate; the two incidents in Mandera where we lost about 60 people; the Mpeketoni attacks where we lost more than 60 people; the Kapedo attack where we lost about 22 officers and many others. This includes the attack at the Nyali Barracks where some radicalised youths attacked the Nyali Barracks."
