    "content": "implementing international obligations, then you wonder if the Government is committed to implementing the Constitution, as it should. A lot has been said about the Rome Statute. It is important to note that Kenya voluntarily became a signatory to the Rome Statute. In fact, it went further and domesticated it by enacting the necessary legislation. But what we have been taken through in the last couple of years or so has been a challenge. This is because you see the Government making desperate attempts to go round the Rome Statute which it signed voluntarily. Indeed, there have been attempts for the country to withdraw from the Rome Statute; it is only that the Government has not had the courage to do so."
