"content": "Although I expected you to start with my Secretary-General before you come to the Chair, I rise on a point of order because we are just about to debate a very important Bill. It is an omnibus Bill. The Constitution, in Article 118, is in line with previous rulings of the Chair regarding constitutionality, when debating matters that come before the House. If you go to Article 118 and specifically 118(1)(b) it states: “Parliament shall facilitate public participation and involvement in the legislative and other business of Parliament and its committees”. I am aware that Parliament did request the public to submit their views and this was done through adverts in the newspapers. The deadline of that was Monday, next week. Many members of the public are preparing to present their views to the Committee today and Monday."
