Members of the other side will have a chance to be heard during the substantive debate. The issue of constitutionality is an issue that may differ on interpretation between one Member and another Member. You cannot, behind your assumed competence on matters of Constitution, be allowed to kill a debate before it starts. The hon. Ababu Namwamba is a Member of the House Business Committee."
