    "content": "Hon. Temporary Deputy Speaker, we also noted that most Ministries have a cross-cutting issue of pending bills that are running into billions of shillings every financial year. That will curtail the performance of that Ministry in the subsequent year because it has to be charged to the next Budget. These are the issues that we are encouraging the Accounting Officers to really adhere to in their budgets so that they do not spread their expenditure beyond that particular financial year."
