    "content": "party is asserting that it has removed from the membership of the Committee, certain Members of that Committee. That matter was referred to the Liaison Committee, which according to the Standing Orders, is the rightful organ that will deal with the removal and operations of Committees. Before the Speaker gets a report from the Liaison Committee, and I am aware that Mrs. Odhiambo-Mabona is aware that this is what is happening---. So, you have to wait until the Speaker has a report of the Liaison Committee. The Speaker and, indeed, the House expects, as I said, over the past two days that the Committee will be able to deal with matters pertaining to business that is before it, including the notice that was served by eight hon. Members. To want to draw the Speaker in the feuding between parties and composition of Committees, I think is wrong. I, as the Speaker, I am not about to order and direct by a communication from this Chair, that certain hon. Members have been removed from Committees. That is not how I understand the Standing Orders. As a matter of fact, I have already raised this matter in the House Business Committee. If you look at your Standing Orders, they will be telling you what the House Business Committee does. So that I repeat it for those who have not heard me, matters pertaining to the constitution of committees or otherwise – otherwise will include disbandment of committees – belong to this House. It is this House which constituted various Committees. It is this House which can unmake those Committees. Really, that is the way we will have to go. To want to offload it at the Speaker’s Chair, I am afraid, you are not right. We have precedence by which we are governed and we will follow those precedents very strictly."
