"content": "Section (5) goes on to require that any person who unlawfully convinces, organizes or promotes a public rally, meeting or procession or neglects or refuses to comply with any law relating to public meetings commits an offence. It is my submission that the attempt to give the Cabinet Secretary arbitrary powers to determine when, where, how, in what form and the content of your speech at any public gathering is utterly a violation of Article 37 of the Constitution. Example number two, and I am being very specific is Article 29 of the Constitution. Article 29 of the Constitution is on freedom and security of the person and it provides: “Every person has the right to freedom and security of the person, which includes the right not to be- (a) deprived of freedom arbitrarily or without just cause”."
