    "content": "Thank you, hon. Temporary Deputy Speaker for giving me the opportunity to ventilate on this very important Bill. Hon. Temporary Deputy Speaker, this is a very important Bill and the fact of the matter is that this House has been urging the Executive to move quickly and take care of the country’s security. Unfortunately, that cannot be done without an appropriate legal framework. So, what this House is trying to do is take its constitutional mandate; to legislate in order to take care of the security of this country. As this country does that, therefore, we are cognizant of the fact that we are also one arm of Government. Every arm of Government has its own role to play. The Executive has a role to take care of the security of this country; this House is an arm of Government---"
