    "content": "Hon. Temporary Deputy Speaker, I stand on Standing Order Nos.47, 119 and 127. Standing Order No.47 (3) (1) states: “If the Speaker is of the opinion that any proposed Motion- (a) is one which infringes, or the debate on which is likely to infringe, any of these Standing Orders---” That Motion should not proceed. The debate on this Motion will infringe on the Standing Order. Standing Order No. 119 clearly states: “Every Bill that contains a provision limiting a right or fundamental freedom in terms of Article (24(2) of the Constitution shall contain separate and distinct provisions- (a) clearly expressing the specific right or fundamental freedom to be limited; and (b) the nature and extent of that limitation” So, it is not right for us to debate it. Standing Order 127(5) says: “If for any reason, at the commencement of the Second Reading the report of the Committee has not been---”"
