"content": "The Labour Institutions Act, of 2012 is what this House has been crying about since we started. We must have a system in which our workers go to the Middle East and are taken care of. This Bill says that all bureaus must be vetted. Before they even vet the workers they want to pick, the owners of those bureaus must be vetted. If a bureau is owned, for example, by hon. (Eng.) Gumbo, and one Kenyan suffers--- You do not own a bureau but maybe one day after you retire you will own one, even though now you are an engineer. If a lady is molested in a capital somewhere in the world, then hon. Gumbo will be held responsible. That is what the Bill says."
