"content": "Part VII of this Bill says that the power to impose curfew is now no longer with the police force. It is now going to be a preserve of the Executive. It is going to be determined by the Cabinet Secretary and the District Commissioners in your own places. Those are the people who are going to say that there is going to be a curfew. The freedom of media in this particular Bill; Clause 15 says; “A person who publishes, or causes to be published or distributed obscene, gory or offensive materials which is likely to cause fear and alarm---” that person shall be liable to certain penalties. Hon. Speaker, I beg to draw your attention to Article 34(2)(a) and (b); you can see what our Constitution tells us. Look at the rights which are going to be taken away from Kenyans today when this Bill passes. It is a very sad day for our country. Our Constitution in Article 34(2) says: “The State shall not – The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor."
