    "content": "leading to much skewed outcomes and compromising quality. There is no strategic policy direction in the BPS to correct this gaping imbalance. Given that the education sector was a major beneficiary of the ESP, most projects are on-going and the Government plan to wind up the ESP funding may be counter- productive, and may contribute to wastage of resources owing to incomplete projects. In addition, there is no harmony in the distribution of ICT infrastructure in schools, thereby jeopardizing the desire to roll out ICT in all schools. The Committee is also concerned about the lack of labour sector national policies, including employment policy, the industrial training policy and the attachment policy, among others. This should be prioritized to help this country achieve enhanced employment of the youth and stability in growth. In this regard, the Committee proposes an urgent skills inventory, so that policies on labour, employment and education can be adequately linked and prioritized. The committee is further concerned that the referral hospital systems in the country are near collapse. Serious challenges are negatively impacting the performance of the country’s two referral hospitals, such as obsolete equipment, dilapidated infrastructure and de-motivated staff due to low compensation, among other reasons. There are also concerns regarding hiring of ambulances by the Ministry of Finance, which has proved inefficient, together with continuation of Economic Stimulus Package Programmes in the health sub-sector. On public administration and governance issues, there is need to come up with a strategy to respond to increasing offences against morality and economic crimes. Consideration of regional trends in the distribution of security sources is paramount. On environment, water and irrigation, there is need to fast track policy on increasing forest cover to 10 per cent. There should also be policy on water harvesting and storage. Moreover, sector policies in line with the new Constitution must be finalized, for example, the mineral policy, the irrigation and drainage policy and land reclamation policy. On special programs, there is dire need for disaster management policy framework and an evaluation mechanism on what qualifies for emergency intervention, since this is an area with huge financial implications. Mr. Temporary Deputy Speaker, Sir, on agriculture and rural development, the Committee feels there is need to address infrastructural challenges by working with other stakeholders to invest in priority rural infrastructure projects, institutionalize input cost reduction through farmer-led and owned input, largely supply and distribution facility. A policy intervention on pre and post harvest is also urgent. On election process, the Committee observed that 2011/2012 will be the year to put in the necessary logistics for carrying out the next general election. After careful review of the ceilings given to the Interim Independent Electoral Commission (IIEC), it was established that financial requirements for carrying out the national election in line with the new Constitution were totally inadequate. The Commission requested for Kshs22.5 billion but it was allocated Kshs5 billion. The Committee, therefore, proposes the allocation to be increased considerably in order to correspond to the increasing mandate of the Commission. With regard to the Parliamentary Service Commission and the Judicial Service Commission, the new Constitution provides for a direct submission to Parliament of the budgets of the Parliamentary Service Commission and the Judiciary.
