    "content": "I am certain that no civil society actor was there to comfort the families. However, every single instance, the victims’ families and the surrounding communities call for one thing; security and action by the Government in charge. What we are standing here to do today is to give energy and impetus to the Government to create security architecture and to revamp the software that aids the hardware, which we are already fixing in naming a new Cabinet Secretary and a new Inspector General of Police. I implore all the hon. Members of this House and all the Kenyans in this country. The security operatives in all those instances indicated that the National Intelligence Service (NIS) had advance information. If they had the ability to take action in advance, maybe these terrible atrocities would have---"
