The Committee, while holding separate meetings with the two Commissions, reviewed ceilings for the institutions to reflect ongoing reforms and anticipate the changes as provided for in the Constitution. The Committee established that the Judiciary requires more resources but reprioritized to accommodate the ceilings as provided by the Treasury Circular. However, for the Parliamentary Service Commission, the development ceiling with a resource requirement of Kshs800 million for the construction of an office block was not considered.
