    "content": "I agree with my hon. colleagues who have implored bipartisanship and indeed we must acknowledge that security for our people is not a Jubilee affair; it is not a CORD affair; it is a collective responsibility of all of us as leaders. But we must also acknowledge that the challenge of insecurity in this country is not about the law. We have the law. It is the problem, the challenge of enforcement and corruption that has eaten deep into the structures and the systems of security in this country."
