    "content": "Hon. Speaker, looking at this proposed Bill, one of the general observations is that we are giving too much power to the Cabinet Secretary (CS). A good law demands that this should be in consultation with somebody else. It could be a commission or an authority. That is what we are saying so that even as you amend this law there is need to say that: “The Cabinet Secretary in consultation with” so that we make laws for prosperity."
