    "content": "Hon. Speaker, as I conclude I think we need to look at this thing in a much bigger way. As I have said, the problem is that our security apparatus and those in charge have not mutated in tandem with the mutating trends of crime and terrorism. Also, I think we must have the courage to continue and conclude the police reforms as they were envisaged. With those remarks I intend to bring amendments so that we can drive at a bipartisan approach to move this Bill forward. I thank you."
