    "content": "Mr. Temporary Deputy Speaker, Sir, it is important for me to, on the outset, note that the process of involving Members of Parliament in the Budget-making process in Kenya, as in other Parliaments, has come a long way. For a long time, technocrats and the Executive are the organs which have had the honourable and singular responsibility of proposing, formulating, evaluating, auditing and presenting the Budget of the Republic of Kenya to the public. I want to thank this House for having come up with a new law, namely, The Fiscal Management Act, 2009, and for having compiled new Standing Orders a year ago, and also for ensuring that the new Constitution involves Parliament in the budget-making process."
