    "content": "This allegation that there are leaders who are associates of Al-Shabaab and who are party to what is ailing this country is a matter which the hon. Member must be asked to substantiate. Indeed, if he has that information and the Government is grappling with collection of intelligence and acting on it, then he must be required to offer that intelligence to the National Intelligence Service (NIS). Most importantly, for the record of this House, the hon. Member must either substantiate or be asked to withdraw. Otherwise, that is an affront to the dignity of this House."
