    "content": "Mr. Temporary Deputy Speaker, Sir, through the Budget Policy Statement, the Government is supposed to focus and plan in advance and come up with strategies which can ensure that we are not caught pants down in terms of responding to situations which tend to put us off balance. I must state that for Members of Parliament to ensure effective oversight of public budgets, they must be given an opportunity to make recommendations and own policy statements and Budgets which the Government wishes to present to the public. As representatives of the people, we must continue to speak up and make recommendations, because we have the responsibility of guiding the Executive in coming up with programmes which prioritize the needs of the people. Mr. Temporary Deputy Speaker, Sir, I would like to ensure that as many hon. Members as possible contribute to this Motion and, therefore, I will stop there. With those remarks, I beg to second."
