We know about collective responsibility, but we would want, because of the seriousness of this debate, to see the Minister. It is really fair? The Minister for Justice, National Cohesion and Constitutional Affairs has been sitting here throughout the debate on his Bill. What is so special about the Deputy Prime Minister and Minister for Finance that he cannot sit through the debate on the Budget Policy Statement?"
