"content": ". It may well be that people in far flung places in villages may not have read the Kenya Gazette, but I do not expect hon. Members of Parliament not to have read the Kenya Gazette Notice. You, therefore, knew well in advance, when you were coming here, the business you were coming to transact. It was within your power and right to propose any amendments. When you propose an amendment, you are given a chance - it is the practice of this House - to explain what your amendment is and convince your colleagues on both sides. If you do so, your proposed amendment is carried. If you did not convince them, you will not debate it because debate on the Bill ended on Thursday 11th December, 2014. You were able to express yourselves. You said what you needed to say about the Bill. Having done so, it was incumbent upon each one of you to then proceed to propose amendments, if you did not agree with any of the provisions. That is the period you had, that was since Thursday 11th December, 2014."
