    "content": "I, personally, believe that it is through our lifetime that they said the Lamu project might not take off. So, it is something which is just being talked about. Madam Temporary Deputy Speaker, the Committee talked about the referral hospitals. Kenyatta National Hospital is a big hospital in this country, but to all practical purposes, it is actually dead. Nobody wishes to go there. It is time we did something about our facilities. Madam Temporary Deputy Speaker, I thank the Committee for recommending that we put in place a Livestock Development Fund. In this country, we always talk about food security. Food is grain. There is a large number of population which does not eat grains in this country. So, I think it is important that we took crop and livestock agriculture seriously, so that we can solve the problems bedeviling this country. Madam Temporary Deputy Speaker, I thank the Committee for the good job done. But let us take our budget seriously. As the Committee has mentioned, on the issue of CDF, when you have a lot of money and outstanding arrears, we are not serious. Let us effect the laws. Let us see whether the budget we put in place is consistent with the Constitution. There is no reason why we should make laws in this country and just flout them. We do not want people to live in the old ways. Kenya is a new country. Kenya has a new Constitution which must be respected if we want to have this country move forward. With those few remarks, I beg to support."
