    "content": "Thank you, Mr. Temporary Speaker, Sir. I rise to support this Bill which seeks to give effect to Article 232 of the Constitution. Even though I support this Bill, I wish that this Bill would have given that particular Article wings to fly rather than just giving it feet to crawl. When you look at what is stated in Article 232, we have talked about our value system as a nation. This Bill really expands it and makes it a much longer document. But there are certain areas where we needed to have defined things, like consequences to those people who do not properly abide by these values. Mr. Temporary Speaker, Sir, even in corporate organizations, vision, mission and value statements are things that are held very dearly. It is a good thing that for those of us who are in public service, we are now coming up with a value statement that will guide the conduct of those people who are mandated to serve the public.
