    "content": "Since officers and members of the public are allowed to complain, senior officers should not be busy witch hunting officers whom they suspect to have accused them. There is a lot of covering up. Whenever there is a fault; either in a health sector or in the roads and a complaint arises, somebody should come up to protest. The public officer who reports such a matter is branded a criminal and is harassed and transferred left, right and centre. I believe that this Bill will take that into account. With regard to information, when I joined the civil service, there were certain issues which were a must. If you were a district officer in charge of a division, you had to prepare an annual report. You also had to do monthly reports for all the departments within your jurisdiction. These days, we do not even get a report for the entire Ministry. Reporting must be done. There is no way we can avail information without a report. That would be wrong. There used to be a list of all officers employed under each Ministry and department and their qualifications. The list showed where they went to school and whether they joined the university. That was called a list of public service officers. Over time, that disappeared. For no apparent reasons, we do not know who is where. We cannot even determine whether the Constitution is being complied with in terms of regional balance and ensuring that all communities are represented. The Public Service Commission and the Public Service Board should be independent. It seems as if over time, the County Public Service Boards are being blackmailed to surrender some of their functions, including recruitment."
