    "content": "lack very important drugs. Therefore, the health of our people has not been addressed properly. The Kenya Medical Supplies Agency (KEMSA) has also gone slow in the procurement of drugs. The management of that institution must be overhauled. You cannot imagine that some district hospitals are running without blankets and beds. At times, patients share very little resources. It is, therefore, important that we address some of these issues. Madam Temporary Deputy Speaker, concerning education in our country it is important that more resources are invested in this sector. Review of the teachers’ salaries must be done. Paying our lecturers and professors at the universities is an issue that needs to be looked into properly. The Economic Stimulus Projects (ESP) that were started must be completed if they are to bear fruit. There are some areas in this country where these projects have not taken off. An effort must be made to make sure that they are started properly and completed. Mobile schools in the nomadic areas must also be provided, so that those communities are given access to education. Madam Temporary Deputy Speaker, in some parts of this country, today, Kenyans are dying as a result of hunger and thirst. If we had adequate national strategic reserves, maize would have been supplied to those areas and the lives of Kenyans would have been saved. Talking about three million bags of maize in our Strategic Grain Reserve is not enough. We should be able to improve that capacity to even more than ten million bags. Therefore, it is important to support farmers in the country, and fertilizer and seeds must be made available in good time. So the shortage at the SGR should be addressed. We have seen racketeers and profiteers in this county making a lot of money out of poor Kenyans. This is an issue that needs to be addressed because it is making our nation a very de-spirited. The public debt, as highlighted by the Chairman of this Committee, is another concern. If we are not careful, this nation is likely to be mortgaged. This nation is likely to be taken over by foreigners. We are likely to enter a new phase of colonization. Therefore, we must be very careful. We must take decisive action to make sure that all the necessary sectors, like the agricultural and tourism sectors, are boosted to improve the national output. Procurement of services in Government hospitals has been another headache. Public finances have been embezzled and “eaten” by civil servants. This is an area that has been very well covered by that Committee. It is high time that this practice was checked. Madam Temporary Deputy Speaker, let me comment on the issue of joblessness of our youth. If this issue is not addressed, it can cause a lot of problems. Shortage of teachers in our country is causing inequality and ineffective teaching in our schools. We cannot provide quality education unless we have the adequate number of teachers. We have to improve the infrastructure in our schools, so that we are able to give Kenyans quality education and have effective teaching in our schools. Concerning drought in this country, we have had money for investment that has been managed poorly by certain Ministries. This is money that should have been invested in irrigation schemes to boost productivity in our country."
