    "content": "The allegations of malice have not been supported. Nobody has said that he has gone to speak to the Speaker and the Speaker said that he intended to abuse the guy. Hon. Musimba has not told us that he went to see the Speaker and had a conversation with him and ventilated what he has today ventilated in this House. He has not told us that the Speaker has, indeed, confirmed that what he was saying was meant to be malicious against that person. More importantly, when somebody is complaining on behalf of someone, that person must have given him authority to complain."
