"content": "Thank you very much, hon. Deputy Speaker. From the word go I want to be on record as opposing this Motion. There are quite a number of questions that we can ask ourselves with regard to this Motion. Even before I start, it is important for hon. Members to understand and know that there will be voting at the end of this Motion contrary to what hon. Jakoyo Midiwo had said. So, I think it is important for us to clearly understand how to go about it. I oppose this Motion for two reasons. The first reason is the way it was presented by my very good friend, the hon. Dr. Musimba. Looking at the presentation by the hon. Member, it was clear that he was actually reading a drafted speech. It was not clear that it was coming from him. It is clear that, that was a speech that was made somewhere else by somebody and he was told to present it before this House. Therefore, according to me hon. Deputy Speaker, the Motion before us is not that of hon. Dr. Musimba but that which has been brought to this House by some other forces based on hearsay. Secondly, the reason I do oppose this Motion is a question that we must ask ourselves. I have checked and seen the reasons why hon. Dr. Musimba is coming up with this Motion. My argument is based on only one question: Is it the responsibility of the hon. Speaker to dictate the action or lack of it thereof on how individual hon. Members should behave? That is a cardinal point."
