    "content": "The Government of Kenya made a commitment of Kshs 4.5 million in order to inject further capital and ensure that Telkom Kenya remained afloat. This commitment was made contrary to Section 26(6) of the Public Procurement Act which requires that any procurement entity shall not commence any procurement procedure until it certifies that sufficient funds have been set aside in its budget to meet the obligation of the resulting contract. When the Treasury officials made this commitment, there was no budgetary allocation. Even a cent was not factored in the budget.
