In most cases they ask for a period of between 30 and 90 days, or sometimes fewer days, to bring in the people who come, install the equipment and go back. They may also ask for one or two people to train the Kenyan people to do the job. On the earthmovers that the hon. Member has referred to, each contractor, before they even sign the contract agreement, agree with the client Ministry, which in this case is the Ministry of Roads, on what kind of technical people they will require to be able to do the job. Before the agreement is signed there is an appendix to that agreement saying they might need one engineer and one earthmover operator.
