Asman Kamama, we have considered this matter and were it not for the fact that our standing Orders demand - and specifically Standing Order No. 87(1) - that the Mover be permitted a lee period of three days, I, personally would have been quite comfortable to have the Motion debated today. Standing Order No.1 does not apply where there are clear specific provisions of the Standing Orders. It only applies where there are no provisions on the same matter. However, it is also fair that the Member be given sufficient time to collect material that he may wish to use."
