    "content": "Standing Orders. Standing Order No. 1 cannot be used because that is the only weapon of the Speaker. The matter we are discussing touches on the Speaker. Again the Speaker cannot use his own veto which is Standing Order No.1 to bring the debate forward. However, I am sure every Member is entitled within the Constitution and Standing Orders to bring up any matter. The people of Kenya have given us the powers even to impeach the President, Deputy President and Cabinet Secretaries. The only person you cannot impeach on the Floor is the Leader of the Majority Party because he will go back to his coalition. They will remove him in a PG and that is the right direction hon. Speaker. I want to thank hon. Musimba. You have not committed any crime. You have done exactly what the law provides for you. Hopefully, we pray that we all come back on Tuesday and we have the three hours to deal with it. Thank you, hon. Speaker."
