    "content": "I may have to explain to Seme people why this Bill was passed while I was present. If I do not understand it, it will not be fair.What I am getting as we go along is that certain parts of other laws were imported. What I would like to know is: Were they imported verbatim or by implication? This is so that what is being said in this Bill could as well have been done in those other laws. I do not understand why we would pick a part of a law and import it verbatim into another law. That is the impression I am getting."
