    "content": "Mr. Speaker, Sir, this raises very fundamental questions. We are in a system where the national Government provides free education to all public primary schools. If classrooms have been destroyed, then how do you provide that free primary education? Where will the students undertake their learning? Furthermore, you will see that the Ministry has been allocated funds for infrastructure development and maintenance. They were saying that despite the fact that they knew that was the case in county, nothing had been done. However, there is need for speedy response when destructions occur. Could the Chairperson then agree that there is need to transfer these funds from the Ministry of Education, Science and Technology headquarters to the counties or even the Constituencies Development Fund (CDF) committees, so that they can respond quickly when these situations occur?"
