    "content": "Thank you, Mr. Speaker, Sir. As I mentioned on Tuesday on that question by the Senator for Mombasa, Sen. Hassan, we also had a request in writing from the Speaker’s Office to address the same matter. In addition, we also had a visit from the County Assemblies Forum Executive Committee on the same matter. So, we, as a Committee, decided to do a thorough investigation on the matter and do a report. The report was tabled for Members to have an opportunity to go through it. However, I will endeavor to answer. I do not know how much time you will give me so that I can briefly highlight the background and then read out the recommendations to address your specific questions. I am sure the Senator already has a copy of this and there is a point by point answer in the report that he can look at both from the Committee and the Controller of Budget."
