My concern is on the Public Finance Management Act which stipulates that all the funds from the Treasury must be pushed to the county treasury and managed by the executive arm before they are is given to the assemblies. Sen. Wetangula has said that an arrangement should be made for the IFMIS system to be adjusted in a way that funds can be directly remitted to the assemblies. With that section of the law, how are we going to manage this? In any case, I find it as a sibling war between the executive officers and the speakers of the assemblies. Would you be ready to call the two from all the 47 counties and advise them on what to do?"
