"content": "Thank you, Mr. Temporary Speaker, Sir. I want to support this Bill because it is one of the reasons that this country has fought for very long to have devolution. The communities of this country have not benefited, whatsoever, from the resources they have had. Possibly, this Bill is a cure to the infamous Sessional Paper No.10 of 1965, where some parts of this country were developed at the expense of the others. I visited the Republic of Tanzania recently for local tourism. What surprised me is that the animal parks in Tanzania are not fenced. I bothered to inquire why the parks do not have fences and I was told that the reason they do not have fences is because communities around the parks are the ones who take care of the parks. The other reason is that the Maasais have been allowed to graze their animals on the reserves outside the parks. The reason is that 60 per cent of the revenue from the parks goes to the communities. Therefore, they have a reason to protect the wildlife and the income from the parks. The electronic version of the Senate Hansard Report is for information purposes only.
