    "content": "Hon. Speaker, the Committee conducted the vetting of the nominee and listened to his representations. The following are the findings and reservations of the Committee. On leadership and integrity, we established that the nominee had risen through the ranks of the military hierarchy to the rank of Major-General. He holds various commendations from both local and international institutions. The Committee also received letters from Kenya Revenue Authority (KRA), the Higher Education Loans Board (HELB), the Ethics and Anti-Corruption Commission (EACC), credit bureaus and various certificates, including a Certificate of good Conduct. We received feedback on his tax compliance status and noted that he was not under investigation for any transgressions. He also had no outstanding loans. The Committee was, therefore, satisfied that the nominee met the parameters set out in Chapter Six of the Constitution, on leadership and integrity. Hon. Speaker, as seen from the Report, the nominee is a retired military officer with outstanding military background. The President’s choice of a nominee with military background is commendable. The President’s choice of the nominee is in line with the recommendation of our Committee, which was that the ambassador to Somalia should be somebody with military background given that Somalia is a nation that is plagued by civil unrest and has been in a state of war.
