Temporary Deputy Speaker, I beg to move the following Motion:- THAT, aware that there has been an increase of alcohol use and abuse in Kenya especially in urban areas; further aware that over 2.2 million Kenyans are addicted to alcohol; noting that improper disposal of alcoholic containers has been on the rise leading to unintended exposure and use of containers for vending illicit brew especially by school going children; deeply concerned that this is both an environmental and health risk; this House urges the Government in conjunction with all relevant authorities particularly NACADA, to institute and ensure proper disposal of alcoholic containers and organise recreational activities during school holidays in all constituencies. Article 46 of our Constitution states clearly that consumers have a right to goods and services of reasonable quality. They also have a right to information in order to gain full benefit from the said goods and services. Further, the same Article gives us the right to protection of our health, safety and any other economic interest. This Article applies to both goods and services offered by public entities or the private sector. The 2.2 million people is five per cent of our population. It may look like a small figure, but if you divide 2.2 by the 290 constituencies in this country, you will find that there are very few statistics per constituency of the people who are addicted to drugs and alcohol. This situation came to be some 30 years ago when the Government of the former President Moi abolished trade of illicit drinks such as muratina, busaa,chang’aa, mnazi and many others. This started as a small community drinking in small numbers and then the multiplier effect took effect. People decided that they must get drunk. Today, NACADA has identified 3,300 types of alcoholic drinks that are being used in this country. This includes muratina, chang’aa and the others.
