"content": "What I want by this Motion is that we must get to the source of the problem and solve it from there. What is the source of the problem? It is that NACADA was established to control alcohol and drug abuse. The National AIDS Control Council (NACC) was established when we nearly lost a complete generation from the scourge of HIV/AIDS and related diseases. Today, the NACC can be seen to be working. They have actually brought in awareness amongst our people. People are now using condoms, knowing the effects of unprotected sex. It is time for us to make NACADA let Kenyans know the dangers of consuming illicit brews just as NACC made Kenyans know the effects of unprotected sex. If NACC gets prostitutes around and gives them Kshs28,000 as business start-up cash, why can NACADA not be involved more? It should be more involved in the rehabilitation process."
