    "content": "We give NACADA a lot of money through the Budget. Last year, we gave them about Kshs80 million to spend on rehabilitation. Most of us cannot stand here and say that NACADA is rehabilitating our people. Such resources are just wasted in research that has no benefit. It is high time they moved out of their laboratories, where they are researching, and started a process of rehabilitating our people. It is high time that NACADA, in partnership with those who trade in alcohol like East African Breweries, Keroche Industries, Kenya Wines Agency and others, practised corporate social responsibility by financing collection of all the bottles used by illicit brewers. NACADA should also collect all the bottles and have them either destroyed or recycled. They should be serialised so that we can follow where they are. If you are a retailer, you should surrender bottles as you buy your next stock. If you have a party, you should collect the empty bottles at the end.
