    "content": "I agree with the Seconder that we need to encourage NACADA to take responsibility and educate the youth on the dangers of consuming alcohol and drugs. NACADA ought to enhance capacity building and mobilise its officers, so that they advise the young people on how best they can avoid consumption of alcohol and drugs. I want to thank some of the counties which have taken this initiative, especially Mombasa. We know that in Mombasa County, there are great efforts to address the menace of drug abuse. If other counties emulate what Mombasa is doing, we will do well as a country."
