    "content": "I am disturbed that we might agree to pass this Motion. I am a Member of the Implementation Committee and my only fear is that we will find a lot of difficulties pushing for the implementation of these terms. I know some of them will say that they need to get in touch with the counties which are free to handle their own issues without being given directives. We will try to push for the allocation of some money in the form of conditional grant. That money could be used to address most of the issues. Thank you, hon. Temporary Deputy Speaker."
