"content": "Mr. Deputy Speaker, Sir, you have heard the Assistant Minister say that they are not going to comply with the court order because there is a case pending before the Court of Appeal. The signal he is sending is that if you have an appeal pending in court, you do not comply. My simple understanding of the law is that unless they have a stay of execution under Rule 5 of the Court of Appeal, they ought to have complied. So, why are they not complying and yet, they do not have a stay of execution? In other words, why is the council giving itself a stay of execution of a High Court order?"
