Speaker, recently, other remarks against this House have been made by our own Members even after you gave Communication last week on a matter where matters before a Committee were discussed and this was in contempt of parliamentary proceedings that had taken place. Coming back to the matter on the Daily Nation Newspaper, recently, the House made an issue regarding the Public Audit Bill, 2014 and the Public Procurement and Disposal Bill, 2014 in which this House is being accused of bypassing the Senate even when clear indications have been given that these are Bills that are of county nature. At the back of the Bills, it has been indicated that the Bills are of county nature and that, ultimately, they would be sent to the Senate. There is, therefore, no issue for calling for a joint resolution of the two Speakers under Article 110(3). If the Bill, at the bottom, says that it concerns counties, then the question that arises for determination by the two Speakers within the reading of Article 110(2) does not arise. In my opinion, these remarks are setting a very dangerous precedent in our parliamentary bicameral democracy.
