    "content": "Mr. Deputy Speaker, Sir, obviously, the executive authority cuts both ways. It cuts in the interest of the staff as much as it cuts in the interest of the council in the sense that we would not want the council to be unnecessarily punished while it still has a case in the Court of Appeal. As such, we are waiting for the outcome of that case in order to then see the way forward. If we find that the ruling of the Court of Appeal is not in favour of the employees, we will comply and use executive powers to ensure that there is compliance."
