When the Committee discussed this Clause 9(3), the feeling was that once we had cleaned up sub- clauses I and 2, sub-clause 3 was well taken care of. In fact, I am just discussing with hon. Kang’ata here who is a Member of the Committee and we are of the view that we can retain sub-clause 3 so that we do not have issues. We will also have to retain sub- clause 4. If we retain sub-clause 3, we must retain sub-clause 4."
